Yeah at the apartment lobby, they would have cookies on the table... It would all be gone within 10 minutes. And the manager always ran out of cookies...

Good question from a business standpoint. If you sell out of one item before noon, then you should have more of that item for customers who come in from noon to closing.
If this is just a recent problem, it could be the stores are not getting in the CC dough due to a manufacturing problem. If it is a consistent problem, why not send a message to Subway on their website's "contact us" page. haha wow, they are always out of chocolate chip cookies. Most likely because its America's favorite cookie...and the employees eat them all.

Maybe they think you'll settle for a different flavor. Sounds like they'd rather sell out of them at noon than risk making too many and having to throw them out at the end of the day.
either they aren't that popular so they don't keep alot in stock or their really popular so everyone eats them.
